possible, but also to begin preparing a solid and equitable security system in that region, which is so important for the whole world. The security system should include of course the settlement of the Arab-Israeli conflict and the Palestinian problem. The countries of the region should play a decisive role in this process. Iraq should hold a worthy place in the post-war settlement. Its people cannot bear responsibility for the past developments. They deserve sympathy, compassion and support.

        I repeat that in order to make a breakthrough to peace in the Near and Middle East, it is necessary to put the flame of war in the Gulf as soon as possible. This is the most important thing now.
